Carol Armstrong works for the City Engineer of Los Angeles (LA) as the project manager overseeing implementation of the City’s long-range LA River Revitalization Master Plan, adopted by the LA City Council in 2007. Federal, state, and local government partners and many nonprofit organizations, community groups, and individuals participated in the Plan’s development, which involved nearly 20 formal public meetings and more than 40 outreach events with stakeholders. The Plan envisions an extensive network of parks, trails, wildlife habitat, recreation, and community revitalization amenities along 64 miles of the River (both banks of its first 32 miles, which flow through the City of LA). With an implementation horizon of 20-50 years, the Plan recommends more than 240 projects at an estimated total build-out cost of more than $2 billion and a new three-tiered governance system. Armstrong has a Ph.D. in planning from the University of Southern California, an M.P.P. from Georgetown University, and a B.A. from Purdue University.
